  I'm wondering somethings here, in case one. Why move the ship at all. Why not decon on site? I remember from my NJROTC days that on Nuclear fallout being most of your contaminates are on the outside. You simply flood the decks with water, to wash it off . With Nuclear contamination your not neutralization it at all, just moving it off you and your equipment.
  
  
  So being San Francisco is contaminated, why not import firefighting tugs and their crew from else where, like oakland, etc?
  
  What are the decon methods for ships, and citys?
  
  Having gone to NBC school in the US Army, I know their methods.

  I'm not an expert and I believe Captain Denham is on vacation this week but here's a shot at some answers:
  
  "Why move the ship at all. Why not decon on site?" Fist you need to get relief supplies into the harbor so your going to need to bring military supply ships in. Your also going to need to get people out of the city.... why not load them on ships and head to sea?
  
  "why not import firefighting tugs and their crew" This will surely be done.
  
  "What are the decon methods for ships, and citys?" I;m not sure about cities but any ship carrying military supplies needs to have a CBRD locker and trained crew members. Otherwise your right about flooding the decks. The key to nuclear fallout is:
  
  TIME - DISTANCE - SHIELDING
  
  In other words get as far away as practical, as fast as you can making sure to "shield" yourself during the escape.
