It is a vaccuum deposited coating developed back in the 1970's by Union Carbide. The leader in this Technology is called "Specialty Coating Sytems, Inc" and they have 9 coating service facilities worldwide in which they coat products as a service. And today I was looking on the standard times website and seen that it was on the today show.
