The SF Bay pilot master/pilot exchange card available on line is an interesting document. It is not an exchange of information but a list of demands from the pilot to the master. It's tone is very much of a superior to a subordinate, a somewhat rude superior at that.
As far as a passage plan the document says: "For all transits, we may, as applicable, discuss/review the following:- the list that follows includes "Intended Route Plan" May? sounds like the master has to just hope the pilot will stoop so low as to even speak to him, how about "will" discuss route?
The card does solicit questions, the doc on line says this:
"If at anytime, you or a member of your crew has a question about the navigation or safety of the vessel, please communicate your concerns or questions to me immediately. If there are any requirements that you do not understand, please ask so that I may explain further to ensure that they are all complied with."
In other words if you don't understand my instructions ask me so that they can be followed without delay, or to put it another way when we say jump you ask how high.
Maybe the doc on line does not reflect the philosophy of the SF Bay Pilot's association but it is consistent with the behavior of Cota and also might explain why the Coast Guard VTS personnel watch silently while the ship is conned into a brige tower.
